Ocean Technical Services, Inc. (Otech) was founded in 1984 by Jorge and Esteban Fernandez with $8,000 borrowed with the help of their father. Since opening the company, Esteban has acted as president and Jorge as Chief of Operations.
Originally, Otech concentrated on the service and sales of equipment such as engines, generators and marine air conditioners on yachts and small commercial vessels. The decline of the oil industry in the mid-80's forced the company to look for new markets. In 1988, through the SBA's 8(a) program, Otech acquired its first government contract. The company used this contract as a vehicle to expand into a full service shipyard. Through the years, all profits have been retained within the company allowing it to acquire needed equipment and to develop new capabilities.
Among its most notable contracts:
-Re-powered all Coast Guard 82 foot Patrol Boats stationed on the Atlantic and Gulf Coasts - 24 vessels.
-Fabrication of heavy-duty aluminum weather buoys for NOAA.
-Construction of 55 Motor Surf boats for the U.S. Coast Guard.
The Motor Surf Boat project necessitated expanded facilities and labor force as well as the latest technology in fiberglass construction. Otech moved its operation to 1140 Peters Road and became a licensee for SCRIMP. Utilizing this technology, Otech developed a new line of boats called RHIB's for use in the government, commercial, and pleasure markets.

Otech was founded by family, provides employment for families and is part of a community. Therefore, the company is an active member and contributor in various business, community, and charitable organizations. These include the Harvey Canal Industrial Association, the Chamber of Commerce New Orleans and the River Region, the Gulf Coast Hispanic Chamber of Commerce, the Offshore Marine Service Association, the Propeller Club, Louisiana Special Olympics, The Archbishop's Community Appeal, Paralyzed Veterans of America and others. They contribute to the University of New Orleans with expertise, materials and labor to help develop new propulsion systems for vessels.
Management feels that the company's capabilities need to be constantly reviewed and expanded. The strategy focuses on capabilities that not only give access to new contract opportunities, but on capabilities which will be needed on an on-going basis to maintain its newly acquired skills and technology profitable.
Today, the company offers two dry-docks, the repair and new construction of small to medium sized vessels in steel, aluminum and composites as well as the Ocean Sprint Rigid Hull Inflatable Boats (RHIB's).
