Offer Profile
The office of the Vice President for Business Affairs and its many
departments strive to enhance the quality of campus life for students,
faculty, and staff by embracing the critical values of:

Effectively managing human and physical resources in a variety of
programs, the Vice President for Business Affairs supports the university's
educational, research, and public service endeavors. The departments of the Vice President for
Business Affairs utilize business expertise, technology, and fiscal
responsibility to provide services that uphold the university's standard of
excellence.

Sustainable Operations
The Vice President for Business Affairs is committed to
fostering leadership in the area of sustainability. Vice President Larry
Owsley chairs the Sustainable Operations Committee of the Sustainability
Council and works with university operations units to improve sustainable
operations including such areas as local foods, energy management and LEED
certifications.

Office of the Vice President for Business Affairs
Larry Owsley has served as the University of
Louisville’s chief business officer under three presidents: Donald C. Swain
(1983-1995), John W. Shumaker (1995-2000); and James R. Ramsey
(2002-present). His responsibilities include the following: business and
finance; human resources and affirmative action; physical plant operations;
facilities master planning; construction and renovation; campus police;
parking and transportation; food services and vending; and bookstore
operations.
Selected accomplishments and activities at the University of Louisville
include the following:
- developing and implementing a solid facilities master plan
- overseeing construction of over 23 major projects totaling $340 million
- developing and promoting a “capital renewal” program
- advocating and implementing a strong research compliance program
- developing and supporting a model environmental health and safety program
- partnering with the Vice President for Research to foster a “seamless
research administration” infrastructure between pre-award and post-award
responsibilities
- developing an award-winning minority business procurement program
- working with the Vice President for Health Sciences to shape the University
Medical Center agreement
- planning, constructing and developing the University Club and Alumni Center
- planning and hosting a highly regarded annual meeting of the Southern
Association of College and University Business Officers in April 2000
- teaching a graduate level course in public finance and budgeting for the
public administration program
- overseeing endowment investment performance that has consistently been among
the top performing university foundations as measured by Cambridge
Associates
- serving as a panelist for a national NACUBO conference on privatized student
housing in March 2003.
Larry is a 1969 graduate of Centre College of Kentucky with a major in
history. He has a Master of Public Administration degree from the University
of Virginia in 1971 and a Master in Public Policy degree from the University
of California, Berkeley in 1973.
Prior to joining the University of Louisville, Larry served in a number of
higher education positions in Kentucky and California: Associate Director of
Kentucky’s Governor’s Office for Policy and Management (1981-1983); the
Chief Financial Officer for Kentucky’s Council on Higher Education
(1978-1981) and its Assistant Director for Financial Analysis (1977-1978).
His California experience included three years as Assistant to the Director
of the University of California Berkeley’s Health and Medical Services
(1974-1977). Upon graduation from Berkeley’s Graduate School of Public
Policy, he served one year as a program review analyst for the California
Department of Finance (1973-1974).
Larry and his wife, Lois, are natives of Hardin County Kentucky and have
been married since 1969. They are the proud parents of two children. David
is a graduate of Washington University’s school of law and is currently an
attorney with Stites and Harbison in Louisville. Sara is finishing her Ph.D.
in computer engineering at Northwestern University’s Artificial Intelligence
Laboratory. Lois is a retired registered nurse, who specialized in neonatal
intensive care at university hospitals in Kentucky, Virginia and California.

Mission
The Vice President for Business Affairs reports to the
Executive Vice President/Provost, and is responsible for the physical
facilities and safety of the university. The unit strives to:
1. Promote and enhance campus safety
2. Provide quality service to students, faculty, staff and visitors
3. Promote a safe and healthful environment for faculty, staff, students and
visitors
4. Protect and enhance the University's fiscal resources
5. Protect and enhance the University's physical facilities

Events

|
Center for Translational Research Building earns Gold
The Center for Translational Research building earned
a Gold LEED (Leadership in Energy and Environmental Design) rating from the
U.S. Green Building Council.
The 288,000 square foot research building uses condensate from the air
conditioning units to irrigate the landscaping and strategically uses
natural light to reduce energy reliance. The University of Louisville is
committed to constructing facilities and major renovations to at least a
Silver LEED level.

Green Recycling Bin
The Vice President of Business Affairs supports
recycling efforts on campus. Single-stream recycling allows employees to put
most waste directly in a recycling container...
...to be sorted for recycling by the QRS contracted vendor. Small green
"mini-bins" now serve as office trash/non-recyclable cans.

Hildreth Award
The Campus Safety Health and Environmental Management
Association highest honor was awarded to Cheri Hildreth, University of
Louisville Department of Environmental Health and Safety Director.
The Department of Environmental Health and Safety assists the University in
its teaching, research and public service mission by promoting a safe and
healthful environment for faculty, staff, students and visitors. The primary
responsibility of the department is to provide environmental, health and
safety services to the University community through technical and regulatory
compliance assistance, information and training programs, consulting
services and periodic auditing of environmental, health and safety
practices.

Healthy and Local Foods
Healthy and Local Foods
The Vice President for Business Affairs and Sodexo work together to bring
healthy and local food choices to the university students, staff and
faculty.
Beginning Fall 2010 the traditional dining hall, West Side Dining, provides
students with an "all you care to eat."

Boiler Replacement
Physical Plant removes an old coal-fired boiler and
awaits a new natural gas boiler as part of the university's energy
performance contract initiative.

Implementing the phase I (Belknap) energy saving measures is projected to
save the university $2.3 million annually. The savings are used to pay the
loan taken to finance the efficiency improvement projects. Phase II (HSC/Shelby)
energy audits have been conducted to identify additional opportunities. More

Emergency Preparedness
The University of
Louisville Office, Vice President for Business Affairs, strives to keep
operations and business running smoothly. Natural and man-made emergencies
can happen at any time and the University must be prepared to take action in
the event of an emergency. The Department of Environmental Health and
Safety, Police, and other supporting departments continually develop
processes and procedures to respond to emergencies. Below are several links

Instant text messaging and email service used to
communicate emergency information to all employees and students. Students
have the ability to add parent’s phone numbers and emails to receive the
RAVE text messages.

Environmental Health and Safety
The Department of Environmental Health and Safety
provides expertise in emergency planning and response. Emergency procedures,
training, and documentation on various types of events are managed by their
staff. Emergency response documentation and training opportunities are

UofL Police
The mission of the University Police is to maintain
public peace and safety, to safeguard the assets of the institution and its
faculty, staff, students and visitors and to assist in providing an
environment conducive to teaching, research and public service mission of
the University. Police services, crime reports and logs, programs and

The University of Louisville Fire Safety Office provides
emergency response information. Additionally the web site provides
information on inspections, guidelines, safety tips, and training regarding
fire safety.

student, counseling center and suicide prevention resources.

Campus Services
Campus Health Services provides occupational health
services for all University of Louisville employees and students. The goal
is to enable all students to experience a quality educational experience by
providing confidential, affordable, effective and student-focused medical,
mental and health education services. Information regarding emergencies
