More Information

Most storm water discharges are considered point sources and require coverage under a National Pollutant Discharge Elimination System (NPDES) permit.

The U.S. Environmental Protection Agency (EPA) has initiated a national rulemaking to establish a program to reduce storm water discharges from new development and redevelopment and make other regulatory improvements to strengthen its storm water program.

The NPDES permitting program, including specific permit requirements, is the result of laws enacted by Congress and the development and implementation of federal regulations based on the authorities vested to EPA through those laws.

The NPDES program requires permits to develop and implement a storm water management program that addresses the six minimum control measures:

1. Public education – BMPs (best management practices) for Municipal Separate Storm Sewer Systems (MS4s) to inform individuals and households about ways to reduce storm water pollution

2. Public involvement – BMPs for MS4s to involve the public in the development, implementation, and review of an MS4's storm water management program.

3. Illicit discharge detection and elimination – BMPs for identifying and eliminating illicit discharges and spills to storm drain systems.

4. Construction – BMPs for MS4s and construction site operators to address storm water runoff from active construction sites.

5. Post-construction – BMPs for MS4s, developers, and property owners to address storm water runoff after construction activities have completed.

6. Pollution prevention/good housekeeping – BMPs for MS4s to address storm water runoff from their own facilities and activities

TÜV Rheinland inspectors are licensed professional engineers in Alabama, Mississippi, and Georgia. They are affiliated with the American Society of Civil Engineers (ASCE) and Commercial Real Estate Women (CREW).
